In the matter between
Garden City FC Vs. Papilo FC
FINDINGS
- The Disciplinary Committee notes that the matter brought before the Committee was basically an allegation of Match Fixing made by Delta Stars FC against Garden City FC and Papilo FC in Match number 18 week 9 of 4th August 2016. 2. The Committee finds that Delta Stars FC did not prove the allegation 3. The Committee finds that the Home Team, Garden City Panthers FC arrived late for the match as admitted in their letter dated 07.August, 2016 4. The Committee finds that the Away Team, Papilo FC arrived the match venue on time for the match 5. The Committee finds that the match Officials namely; Match Commissioner – (Moses Ntuno), The Referee –(Benneth Ejeliogu), The AR1 – (Vincent Nwafor), and AR2 –(Onyedika Agbo) did not attend the Match Coordination Meeting and reported late to the match venue.
Based on the above, the Committee rules as follows:
- The NFF Disciplinary Committee notes that the petition in question borders on allegation of Fraud infringing on Sporting Morality therefore was brought within the two months limitation period as provided in Art. 9.02 (1) of the NLO Rules and Regulation and also Art. 42 1 & 3 of the FIFA Disciplinary Code
- The Committee finds that Delta Stars FC did not prove the allegation as such their prayers cannot be granted.
- The Committee hereby adopts the earlier decision of the Nationwide League by awarding the match to the away team Papilo FC with three (3) points and three (3) goals, since no force majeure was reported by the Home Team Garden City FC
- The Committee frowns at the negligence on the part of the match officials namely; Match Commissioner –(Moses Ntuno), The Referee –(Benneth Ejeliogu), The AR1 – (Vincent Nwafor), and AR2 –(Onyedika Agbo) and hereby refers them to the NFF Match Commissioners Committee and NFF Referees Committee respectively for Disciplinary actions; pending this, they should not be appointed for any Match until the outcome of the Committee decision
- The Committee notes that all parties have the right to appeal its decision
Crown FC Vs. Ifeanyi Ubah FC
FINDINGS
- The Disciplinary Committee notes that the matter brought before the Committee was basically a petition against the Conduct of the Match Officials in the Federation Cup Semi-Final match involving Crown FC vs FC Ifeanyi Ubah .
- The Committee finds that the match was restarted after a goal by Crown FC was disallowed at the 87th minute.
- The Committee finds that the match was disrupted in the 88th Minute as a result of encroachment by some officials of Crown FC and supporters sympathetic towards and acting on behalf of Crown FC which contravenes Art. 3.11 of the Rules and Regulations of the Federation Cup Competition.
- That based on the evidence including tendered photographs officials of Crown FC were identified to have encroached onto the field of play.
- Based on the submitted independent reports presented before the Committee as well as the Committee’s interaction with the Match Officials, i.e Match Commissioner (Mr. Bege N. Kwasau), Referee (Audu A. Ibrahim), AR1 (kabiru Adamu) and AR2 (Abubakar Yusuf) the Match Officials were found to have acted unprofessionally in their conduct during the second half of the match
Based on the above, the Committee rules as follows;
- That Crown FC shall forfeit the match for encroachment resulting in the disruption of the match as provided for in Art. 3.11 (A). Therefore the scores at the time of disruption (i.e Crown FC 1 -2 FC Ifeanyi Ubah) stands.
- That Crown FC is hereby fined the sum of N200,000 as provided for in Art. 3.11(D)
- That the Match Commissioner Mr. Bege N. Kwasau having been found to have acted unprofessionally is hereby referred to the NFF Match Commissioners Committee for disciplinary actions; pending this, he should not be appointed for any Match as a Match Commissioner until the outcome of the Committee decision
- That Referee (Audu A. Ibrahim), AR1 (kabiru Adamu) and AR2 (Abubakar Yusuf) having been found to have acted unprofessionally are hereby referred to the NFF Referees Committee for Disciplinary actions; pending this, they should not be appointed for any Match until the outcome of the Committee decision
- The Committee notes that all parties have the right to appeal its decision
